When real estate is being sold, or when new tenants lease a property, the utility billing has to be transitioned to the new property owner or renter. In order to complete this transition, two items must be submitted to the Borough in conjunction with any real estate closing or rental agreement.

  1. Request for Final Utility Billing; and,
  2. Application for Water Service.

The Request for Final Utility Billing can be completed and submitted electronically (below), or this information may be submitted to the Borough via fax, regular mail, or in-person at the Borough office. Once a Request for Final Utility Billing has been submitted, the Realtor or Settlement Agent will be provided with the final billing amount on the account which is to be paid at Close or Settlement. If the Request for Final Utility Billing is not submitted electronically below, then the Settlement Agent will also be sent a copy of the Application for Water Service for the new owner(s)/tenant(s) to complete in order to establish utility billing in their name.

After electronically submitting the information below, the Borough will prepare the final bill for the existing property owner. A link to the Application for Water Service form is also provided on the confirmation screen after you submit the form below.

Please note that utility bills are mailed to property owners only. Tenants who wish to see a copy of their utility bill may request one by contact the Borough at 717-597-7143.
