In preparation for the anticipated increase in traffic associated with the Buchanan Flats development and its new access road, Greencastle Borough is taking proactive steps to improve safety throughout the Moss Spring neighborhood.
As part of the Moss Spring Traffic Calming Project, Borough Council has enacted Ordinance 2026-02 establishing new three-way stops at:
- Moss Spring Avenue & Brookview Drive
- Moss Spring Avenue & Forest View Drive
- Moss Spring Avenue & Meadowview Circle - east end
These intersections were previously one-way stops. The new three-way stops will require traffic approaching from all three directions to stop.
The new stop signs are part of the Phase I traffic calming improvements, which also include the speed tables that have already been installed, pavement markings and striping, and additional lighting.
The Borough’s goal is to have these safety improvements in place before the new Buchanan Flats access road opens.

New stop signs will be installed within the next few weeks and enforced once the signs are in place. Please slow down, watch for the new signage, and use extra caution as everyone adjusts to the changes.
